This text is pre-IDEA 2004. Chapter one, “Overview of statutory law”, was highly informative. The remainder of the book looked at specific aspects of IDEA 1997 (e.g., zero reject, LRE, due process) through fictional cases. The cases were sometimes absurd–the schools severely ignored the rights of a student or parent or were blatantly negligent. It was helpful, to the extent where the more I learned about IDEA 2004, the more easily I could pick out the abuses.
I would rather obtain actual cases, or at least their briefings, and read them alongside the IDEA.
